CPT Respond on Nuclear Police but HMIC Still Evasive

NEWS FROM THE CELTIC LEAGUE

The European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) has responded to a letter from the Celtic League.

In the correspondence the League had asked if the CPT would include the United Kingdom Civil Nuclear Constabulary (CNC) in its inspections programme for future periodic visits which the CPT make to Prisons, Police Stations and other Detention facilities in the United Kingdom and across the Council of Europe’s area of interest. We pointed out that the Force which has a unique structure has a degree of unaccountability in terms of its operations and the detention facilities it uses (see link):

In the reply (from Francesca Gordon – Secretariat of the CPT) the body says they have ‘taken note of the information’ and thanked the League for providing same.

Meanwhile the United Kingdom HMIC remains somewhat evasive about responding to a query submitted to body (relating to the CNC) three months ago (see link):

A follow up by email (twice) in March did elicit the following response (0n March 19):

“Dear Mr Moffatt,
Thank you for your emails dated 11 March 2015 and 19 March 2015.
I will pass this correspondence on to the relevant person and somebody will be in contact with you as soon as possible.

Obviously whilst we are grateful for Ms Sawyer’s response, to date no substantive reply has been received which begs the question – ‘why are routine matters relating to this police force surrounded by such secrecy?’
